The Chief Executive of the Steam Packet has described the Marine Accident Investigation Branch report into the collision in the Mersey between the fast craft SeaExpress and a bulk carrier as "fair and balanced".
Mark Woodward says there are some areas not identified in the internal Steam Packet review and these could be learned from and complied with.
The accident was in thick fog. At the time, there was a trainee captain on the bridge, along with another captain.
The trainees task was to berth the vessel.
