Opportunities to stop abuse not taken
The Attorney General has questioned why abuse at Knottfield was able to continue for so long.
John Quinn gave evidence to the Tynwald committee investigating historical child abuse this morning (Mon 21).
It's focussing on systematic abuse carried out at Knottfield Children's Home in Douglas, which closed in 1983.
Last week, Chief Constable Gary Roberts said it appeared the man who ran the home, Joseph Henry Marshall, had done so for his own sexually perverted pleasure.
