The chief minister says he expects a public consultation on plans to replace the Civil Service Commission and Whitley Council with a new body will be broadly supported.
The move, which would affect thousands of public sector workers, would put in place a Public Services Commission, which would employ both civil service staff and many manual and craft workers.
An earlier consultation on the issue was carried out in 2011.
Mr Bell says the UK abolished Whitley Councils years ago as they were seen as outdated, but adds the proposals aren't aimed at weakening any negotiation power held within the council:
