Chief minister unveils 'radical' reform of government

 

Major changes to the structure of the Manx government have been announced by the Chief Minister. 

Allan Bell says his proposals will streamline government, reduce costs, improve efficiency and represent a major step forward in eliminating what he calls the 'silo mentality' in government.

The reforms will see the number of departments reduced from nine to seven, with the overall number of government entities including  government boards and offices, reduced from 24 to 20.

However, there are no figures yet on the savings the changes will produce or the scale of staff redundancies.

The Department of Community, Culture and Leisure will be disbanded and its functions transferred to other departments.

Health and social care - split in the last restructure in 2010 - will be reunited, with social security placed in Treasury.

A Minister for Policy and Reform will be appointed and a new Cabinet Office created.

The Manx Electricity Authority and Water and Sewerage Authority will be merged to form a new Manx Utilities Authority, the body tasked with reducing large-scale debt.

If Tynwald agrees, Allan Bell's new-look Council of Ministers will start work in April next year.  

Mr Bell says the new ministerial post will drive change across government and is designed to achieve a more joined-up approach:
