Government needs to 'bite the bullet' and tackle the Island's infrastructure before committing to any population growth.
The chair of the Housing and Communities Board has been giving his views to Manx Radio.
The Island Plan document published by government wants to increase the Isle of Man's population to 100,000 in the next fifteen years.
