Author of review on Island again
Providing a clearer distinction between government and scrutiny would greatly improve the functioning of Tynwald.
That's the belief of Lord Robert Lisvane, currently on the Island.
He authored a review on the operation of the Manx parliament, and made a series of recommendations on how the system could be improved.
These include limiting departmental memberships and reshaping the role the Legislative Council, all of which will be debated in June's sitting of Tynwald.
Currently only one of the thirty-two eligible Tynwald members are not part of a government department, Douglas East MHK Chris Robertshaw.
Lord Lisvane says if successful his recommendations would address this issue:
