A Douglas councillor believes brownfield sites are often turned into temporary car parks to cater to the Island's 'car mentality'.
The comments came as the authority discussed encouraging more people to walk or use public transport when in the town centre.
Chairman of the Environmental Services Committee Ritchie McNicholl said convenience meant people will always prefer to drive in.
He added if there was a drive-through supermarket, "they'd probably use that as well".
