The coastguard and the police were involved in a search of Peel Bay and the harbour in the early hours of this morning.
It happened at about 3am, after cries for help were heard.
Two hours later two youths surrendered to police after admitting they had taken a dinghy and had been in the area.
They said they had been hiding ashore while the search was going on.
