Should inter-governmental fines be examined?

Sanctions against government departments for breaches of health and safety should be tough, but not necessarily financial.

That's the view of David Callister MLC, responsible for harbours at the Department of Infrastructure, which was fined £16,000 last week over an accident at work.

A Steam Packet worker slipped through a steel pier section and injured his leg last August, since when extra supports have been added to the structure.

The department pleaded guilty in the case brought by the Health and Safety Inspectorate.

Mr Callister is asking whether it makes sense for one arm of government to seek fines against another:
