Onchan MHK Peter Karran says the government can't afford to ignore the rising costs of residential care.
Yesterday he asked Tynwald to have the Department of Social Care set up a social insurance scheme.
Funded by members of the public, it would pay for future care.
However, an amendment from Minister Chris Robertshaw means this won't now be discussed until next July.
Mr Karran says the issue should have been addressed decades ago
