Success of prison rehab 'challenging' to measure

 

A former senior prison governor in England now Island-based, says the success of offender rehabilitation projects is notoriously difficult to measure.

Brendan O’Friel has more than 30 years experience in the English and Welsh prison service and prior to moving to the Island, was the chairman of the Prison Governors' Association.

Last month (Oct) an independent inquiry was ordered into the early release of Donovan Kitching from Jurby Prison. 

Within weeks he caused the death by dangerous driving of 62-year old Hampshire woman Gwen Valentine, as she walked on the Tholt-y-Will Road in April this year.

Ms Valentine’s family wants rehabilitation at the Island's prison to be reviewed as part of a wide-ranging inquiry.
