Tynwald condolences to family of Gwen Valentine

System's failings devastating says Chief Minister

Tynwald has expressed sympathy to the family of Gwen Valentine, the 62 year-old Hampshire woman who was killed in the Island in 2014.

Chief Minister Howard Quayle offered condolences as the findings of an independent inquiry into the Island's parole system were laid before the court.

The inquiry was established after the early release from prison of St John's man Donovan Kitching in April 2014, three weeks before the repeat offender caused the death by dangerous driving of Ms Valentine at Tholt-y-Will in a un-roadworthy car.

Mr Quayle said it was clear the impact of the system's failings then had been 'devastating'.

The comprehensive findings comprise a number of recommendations, identifying areas of concern about the parole system, the role of victims, public protection, licensing conditions and powers to recall offenders who breach their parole conditions.

Kitching was jailed for 10 years for killing Ms Valentine.
