Chief constable highlights reasons for offending
Many young people on the Isle of Man become involved in drug trafficking due to 'frustrated aspiration'.
That's what the chief constable has told a Tynwald committee looking at youth justice.
Gary Roberts said it was his 'professional judgement' that youngsters offend to secure things they would otherwise never get:
