The nineteen-year-old British Academy Development Team rider (pictured) outpaced Mark Cavendish and Mark Christian to cross the line first.
The top-class field also included the Island's three other Great Britain internationals; Peter's brother Tim, Jonny Bellis and Chris Whorrall.
