Passenger figures at Ronaldsway Airport failed to recover last month.
It had been hoped that March would see a recovery to the same level seen last year but in fact the figure was down by 4.8%, a drop of some 2,800 passengers.
Just under 55,400 passengers passed through the airport during March. February figures showed a drop of 3.6% on the previous year.
Decreases were experienced across many scheduled routes from the Island.
Airport Director Ann Reynolds says many regional airports acorss the UK have not seen the recovery forecast for 2011.
She believes a lot of the drop is down to people just not having the money to fly as often.
