Treasury Minister Allan Bell says it’s unclear whether the majority of depositors with Kaupthing Singer and Friedlander want a scheme of arrangement.
In the House of Keys on Tuesday, he was asked questions about the proposed scheme, which would be set up to avoid having to liquidate the bank.
Mr Bell said all creditors would have a vote on whether or not they wanted the scheme to go ahead, if it is approved at a court hearing next month.
But he said there was naturally clashes of interest between depositors.
