Teresa Cope admits a big part of that is pay
Improving Manx Care's culture is critical to recruiting and retaining staff according to its chief executive.
It comes in a year that's seen nurses strike twice over pay and working conditions, as well as doctors working at the hospital revealing a culture of poor senior leadership and lack of resources.
Industrial action by the Royal College of Nurses has currently been paused while it ballots its members on a new pay offer from Manx Care.
