The Chief Minister says the Lisvane Report will not necessarily be the end of debate on possible reform of Manx parliament - so much as the beginning of it.
Lord Lisvane has recommended that members of the Legislative Council shouldn't be popularly elected - but candidates should be nominated through a special committee and MHK's ruled out of serving.
He believes the proposed Nominations Committee would be independent.
Allan Bell will ask this month's sitting of Tynwald to receive the report but says now isn't the time to make any decisions on the recommendations contained within it
