Lord Lisvane: revamp MLC elections

No popular poll - but call to ban MHKs from role

Legislative Council shouldn’t be popularly elected – but candidates should be nominated through a special committee – and MHKs ruled out of serving.

So says Lord Lisvane in his report into the workings of the Manx parliament.

He says the proposed Nominations Commission would be independent, with five members, at least two women and even a minority of off-Island members.

Under the system, different sectors of the Island such as commercial, financial, farming, and trade unions would put candidates forward – and Lord Lisvane also recommends changing the voting system.

When the Keys elects MLCs, they’d fill vacancies in the order of the votes they got in a single round of voting – there’d be no proposer or seconder and no sitting MHK could be nominated.

Lord Lisvane also says because they’re not elected by the public LegCo members shouldn’t get a vote on taxation or finances, and should be barred from becoming ministers or departmental members.

His report, which runs to hundreds of pages long, also recommends MLCs be left out of voting for a new chief minister - or votes of no confidence

When Tynwald sits later this month, Chief Minister Allan Bell will ask the court to receive the report – but to leave debating it until after the general election.
