Broader considerations expected to be made following consultation
It's hoped new laws will be introduced next year which aim to boost animal welfare protections.
The legislation would enhance safeguards already in place for domestic and kept animals, and increase the penalties for those found guilty of animal cruelty.
Cats, dogs, horses and rabbits are among the first to receive the increased shielding and government expects domestic animal breeding to be investigated later on in the new year.
