But infrastructure chiefs insist any short-term impact has to be measured against long-term benefits.
Minister Ray Harmer was speaking as the Foxdale refurbishment work continues.
The £800,000 project is being carried out over nine months and includes the fitting of a new highway drain and the installation of electrical cables underground the 70-year-old surface.
Mr Harmer says a significant amount of consultation took place before the work began and wants to ensure that happens on all major schemes in future.
