A public consultation about the scope of the Manx government is launched this afternoon.
Based on a revised report looking into how services might be provided more efficiently, the aim is to hear from as many people as possible.
The consultation period runs until the beginning of October, after which the chief minister intends to take the results to the Council of Ministers, before coming back to Tynwald before the end of the year with a more detailed resolution.
Allan Bell says his key priorities remain the same - to grow the economy, rebalance the budget and protect the vulnerable.
But he says the time has come for real change:
Afternoon Liverpool sailings cancelled
New MHKs need to learn to balance constituency and national issues
