The Manx government is warning that any new pay offer to civil servants could only be achieved through cuts in services.
In its first response to the overwhelming rejection by 2,000 Prospect members to a pay freeze for the current financial year, the Civil Service Commission describes its own offer as 'a sensible balance between the use of public funds and the reasonable treatment of staff'.
