Priority over other schemes in spring
The Infrastructure Minister says the TT Mountain Course and Billown Circuit are rightly priorities for road repairs.
Ray Harmer says it's because they have to be in a good condition to allow racing to take place.
But he admits it does mean other schemes don't take place during the spring and early summer months - which are the best for laying tarmac.
