The opening of the access road to The Roundhouse is the 'last bit of grey cloud' to the opening of the site.
It marks the end of a long running dispute between the Department of Health and Social Care over the use of hospital roads to get to the facility.
The road has cost the commissioners £250,000 and but they say it won't have an impact on the rates next year.
