A member of the Isle of Man's Overseas Aid Committee says the use of money donated by governments is carefully monitored.
The committee has an annual budget of £2.4 million, 60 per cent of which goes to sustainable projects to alleviate hunger and poverty in places such as Africa and India.
Nurse Claire Bader spent twelve years working in the humanitarian sector in Africa.
She says the spending of donations is analysed, and the money is withheld if it's not being effectively used:
