The Island's 2,000 strong civil service is being urged to follow public sector manual workers and agree to a pay freeze for the sake of the economy.
Two thousand manual workers employed on Whitley Council terms have accepted a freeze in return for a guarantee no jobs will be lost through compulsory redundancy.
The deal covers a 12 month period until the end of March 2014.
Whitley Council Chairman Alf Cannan has thanked workers for what he calls a responsible attitude, in the light of deep public spending cuts.
Mr Cannan is also overseeing civil service pay talks with the Government Officers Association - and is hoping for a similar outcome:
