The decision against granting an alcohol licence for a proposed Tesco Express in Castletown puts the long-term viability of other local retailers at risk.
The view of local businessman Roy Tilleard, who had hoped to bring the supermarket to Callow's Yard and revive his vision for a town centre shopping mall.
A third application by Tesco was turned down last week by the Island's licensing court and it's unclear yet whether the chain will appeal.
The number of existing licences in Castletown, concerns over alcohol-related social problems and the health risks of alcohol abuse itself, were cited by opponents.
But Mr Tilleard says a Tesco store would have made Castletown a more vibrant shopping centre - and boosted the outlook for other retailers:
