Three members of the Legislative Council have regained their seats.
Claire Christian topped the poll with 16 votes. She was followed by Juan Turner on 15 and Eddie Lowey with 14.
David Callister received 11 votes, two short of the 13 required to obtain a seat.
Pamela Crowe received nine votes, the same number as prospective member Dick Horsnall.
The other candidate, Simon Graley, got five.
It means three of the four seats have been filled and another election will be held.
Nominations must be in by 5pm this Friday, with voting at the sitting of the House of Keys on March 18.
