Former Infrastructure Minister Laurence Skelly has acknowledged his department hasn't yet consulted properly over charging children to use school buses.
Regulations approved by Tynwald today (Wed) will mean those not on free school meals may have to pay to travel to school in future.
During the debate, Mr Skelly said he understood the money-saving move would be unpopular - but although the legislation has been passed, no decision has yet been made on its introduction.
He added if the savings weren't needed so urgently, there'd have been more consultation
