An early Steve Cleator penalty put Ramsey ahead but Douglas hit back with tries from John Bateson and Liam Murphy to lead 10-9 at half-time.
In the second half, Ben Kelly and Liam Murphy added further tries for Douglas.
Gareth Hinge hit back for Ramsey to bring them within a score but a late Gareth Hooson-Owen penalty sealed it for Douglas.
