Moore led 19-0 at half-time after Ramsey had a poor start.
The Manx side came back in the second half with tries from Glyn Hooson-Owen and John Watling, plus a conversion from Fintan Cummins.
A last minute converted try from Moore denied Ramsey a losing bonus point.
