They’ll now meet reigning champions Southern Nomads with whom they tie at the top of the table.
Douglas were comfortably ahead 17-0 with tries from Adam Howarth, Scott Goodall and Jack Moore, plus a conversion from Howarth.
Vagas fought back with tries from Pete Faragher, Jo Louw and Bryn Griffiths.
However, Douglas showed their Shield credentials and closed out the game with something to spare with a try from Liam King and a penalty from Howarth.
