Howard Quayle believes the Isle of Man is appealing to a different type of tourist and has said he is 'not worried' by the slump in visitors to the Island.
Despite the fall reported in last month's passenger survey Mr Quayle cites the £6 million visitor spend - a 5.6% increase on 2016 - as a positive for the tourist economy.
He says there will be a review into how the Cabinet Office compiles data as occupancy levels from hotels were contrary to government figures.
