Health and social care bosses say they have to be open-minded amid concerns government data has been leaked.
A recording device has been removed from DHSC premises without consent.
It's said to contain taped meetings on children and families.
Investigations are underway and the department says it takes protection matters 'very seriously'.
Chief Executive Dr Malcolm Couch says it's too soon to say whether or not the device was stolen.
