Around half of respondents were parents or guardians
The education minister says the findings of a survey into Additional Education Needs are 'not an easy read'.
A questionnaire asked parents, pupils and school staff to give their opinions on current support and suggest improvements.
Sixty per cent of the 500 respondents said the existing support 'did not meet the learning and development needs of children'.
