Open-to-all approach has done all it can, says director of public health
The Island's stop smoking service is to start targeting specific groups in a bid to cut the number of smokers.
Recently-published public health figures show 11.1% of Manx adults smoke, compared to 15.5% in England.
Pregnant women and those awaiting surgery are among those to be given priority.
