An MHK says debate in Tynwald on the chief minister's climate change emergency declaration should help to clarify the details.
Garff member Daphne Caine says she's encouraged Howard Quayle has made the announcement, ahead of a motion she's put to the next Tynwald sitting.
She now hopes that this can be amended to provide even more detail:
