'Cuts not only way to make savings'
The chief executive of the Department of Health and Social Care says it's not just cuts where the department can make savings.

He and minister Kate Beecroft were pressed on what measures were being taken to come 'in on budget' in future.
Mr Couch says they never stop looking at ways to become more effiicient.
