More responsibilities, but reduced costs

Commissioners say new responsibilities have been taken on from the Department of Infrastructure in the past year, including street cleaning, gulley emptying, and maintaining hedges.
Chairman Bernadette McCabe says despite that, reduced costs mean they've been able to hold rates at the same level.
